DRAFT PLAN STRATEGY

CONSULTATION ON THE DRAFT PLAN STRATEGY AND MAKING A COUNTER REPRESENTATION

 

The Local Development Plan draft Plan Strategy (dPS) was published for a formal 8 week public consultation period on Monday 2nd December 2019 and closed on Monday 27th January 2020. A further 8-week consultation period has also been run from 11th September to 6th November 2020. 

Viewing the draft Plan Strategy Representations

All  representations received in response to the public consultations on the draft Plan Strategy and associated Sustainability Appraisal are now available for inspection on this website (see below) and will also be available to view, strictly by appointment only due to COVID 19 restrictions, during normal opening hours, from 27th November 2020 to 22nd January 2021 at the following Council Offices:

 
  • Derry – Council Offices, 98 Strand Rd, Derry, BT48 7NN;
  • Strabane – 47 Derry Rd, Strabane, BT82 8DY.

Representations to the draft Plan Strategy

 

COUNTER REPRESENTATIONS

Following the recent closure of the representation period, there is now the opportunity for the submission of counter representations. The consultation period for the submission of counter representations will run from Friday 27th November to Friday 22nd January 2021. Counter-representations submitted outside of this period will not be considered.

A counter-representation may be made on any site specific representation (defined as those that seek change by adding a site specific policy, or altering or deleting any site specific policy contained in the Draft Plan Strategy). Each counter-representation must relate to a site specific representation and quote its reference number and must not in itself propose any change to the draft Plan Strategy document. The counter-representation period is an opportunity for interested parties to consider potential changes proposed by representations to the draft Plan Strategy and allow comments to be made on those representations.

Any person may make a counter representation, but must not propose alternative sites or any further changes to the draft Plan Strategy; all counter representations will be considered by the Council, but they may or may not be heard at the Independent Examination (IE).

All counter representations received within the specified period will be made available for public inspection as soon as reasonably practicable after the expiry of the counter representation period.

A public notice advertising the start of the counter representation period was published in the Belfast Gazette  and local newspapers  in accordance with Regulations 17 and 18 of the Planning (Local Development Plan) Regulations (Northern Ireland 2015.)

NEXT STEPS:

Once the 8 week period for the submission of counter representations has closed, the Council will collate and analyse all representations and counter representations received during the respective consultation periods and will publish an LDP draft Plan Strategy Representations Report in due course.

Once the Council is satisfied that the draft Plan Strategy is ready for Independent Examination, all relevant documents, including representations and counter representations and our consideration of these will be forwarded to the Department of Infrastructure.

In accordance with the Data Protection Act 2018, Derry City and Strabane District Council has a duty to protect any information we hold on you. The personal information you provide on the counter representation form will only be used for the purpose of plan preparation and will not be shared with any third party unless law or regulation compels such a disclosure. It should be noted that in accordance with Regulation 19 of the Planning Local Development Plan Regulations Northern Ireland 2015, the Council must make a copy of any counter representation available for inspection. The Council is also required to submit the counter representations to the Department for Infrastructure and they will then be considered as part of the Independent Examination process.
