The Pollution Prevention and Control (Industrial Emissions) Regulations (NI) 2013 provides for the permitting of a variety of industrial activities that have the potential to cause air pollution. Industrial activities are listed in Schedule 1 of The Pollution Prevention and Control (Industrial Emissions) Regulations (Northern Ireland) 2013 and categorised according to their polluting potential. Part A and B activities have the greatest pollution potential and they are regulated by the Industrial Pollution and Radiochemical Inspectorate(IPRI) unit in the Northern Ireland Environment Agency. Part C activities are regulated by the Council Environmental Health Service.
No person shall operate an installation or mobile plant where one or more of the listed activities are carried out except under and to the extent authorised by a permit. The purpose of the permitting regime is to prevent, control, and monitor emissions of prescribed polluting substances such as Volatile Organic Compounds(VOCs), Dust, Carbon Monoxide, Oxides of nitrogen etc. from these industrial processes to the air.

Medium Scaled Combustion Plant & Specified Generators
Any person who intends to operate an installation that requires a permit must submit the relevant Permit Application Form (see below) along with the appropriate fee as outlined in the District Council Charging Scheme (see below). The Council will consider the application and undertake any required consultations with the Northern Ireland Environment Agency, the Public Health Agency and the Health and Safety Executive for Northern Ireland and decide to either grant or refuse a permit.
If the Council decides to grant a permit it will do so in accordance with the statutory guidance for that industry sector requiring the use of Best Available Techniques(BAT) to prevent and control emissions from the process. The operator of the process must comply with the conditions of the permit and will be inspected to ensure this is the case.

Public Register
The Council maintain a public register of information in respect of Part C installations and mobile plant for which the Council has enforcement responsibility. The register is available for inspection by the public free of charge during normal office hours. The information may be available in hard copy or electronic format.
The Council also maintain a register of information in respect of Part A installations and mobile plant within the Derry City and Strabane District Council area for which the Chief Inspector (IPRI) has enforcement responsibility.
