If you store petroleum you must be licensed by your local authority.

You must comply with any conditions attached to a licence.
Licences are not required for any petrol kept for private use or for sale that is not more than 570 millilitres per container or totals less than 15 litres.

APPLICATION EVALUATION PROCESS
Inspection of the premises, payment of the fee and submission of all documents will take place before the application can be approved. An electrical certificate will also be required and plans of the proposed site layout must be sent for first time applications or for changes to an existing site.
WILL TACIT CONSENT APPLY?
No. It is in the public interest that the authority must process your application before it can be granted. If you have not heard from the local authority within a reasonable period, please contact it. You can do this online here.

FAILED APPLICATION REDRESS
Please contact Derry City and Strabane District Council in the first instance.
If an application is refused the applicant may request a certificate from the local authority detailing the grounds for refusal. Appeals may be made, in writing, within ten days of receipt of the certificate to the Health and Safety Executive for Northern Ireland.
LICENCE HOLDER REDRESS

If an application is granted but conditions are attached a licence holder may request a certificate from the local authority detailing the reasons for the conditions. Appeals may be made, in writing, within ten days of receipt of the certificate to the Health and Safety Executive for Northern Ireland.

We would always advise that in the event of a complaint the first contact is made with the trader by you - preferably in the form a letter (with proof of delivery).
